Establishes Medicaid Accountable Care Organization Demonstration Project in DHS.  This Bill promotes the integration of substance use screening and treatment with primary health care.

Establishes Hooked on Fishing-Not on Drugs Program in DEP and appropriates $200,000 from Drug Enforcement and Demand Reduction Fund.

A-4199, A-4201, A-4202
A-4199 requires correctional officer training and establishes the Department of Public Advocate as the depository for all inmate complaints; A-4201 eliminates post-release Medicaid enrollment gap, establishes prisoner re-entry commission, mandates the use of c community corrections for all those released from prison, requires the Department of Corrections to provide certain information to inmates upon release; A-4202 gives inmates special credits toward further remission from time of sentence, allows inmates to enter into agreement for education and training that decreases parole, allows formerly incarcerated persons to visit any prison in the state for motivational purposes, and reviews vocational programs in order to meet demand job skills and standards.

Authorizes courts to waive or reduce parole eligibility or to grant probation for drug-free school zone violations under certain circumstances.

Revision of health insurance regulations to require coverage for appropriate treatment for addiction and mental illness.

2006-2007

S-1831
Requires the Division of Addiction Services (DAS) to develop guidelines for alcohol and other drug addiction prevention and treatment programs based upon the most current evidence-based standards or best practices. The bill requires organizations and agencies that are licensed or approved by DAS that provide alcohol and other addiction prevention and treatment services to use to the extent possible these standards and practices in providing services.

Establishes "New Jersey Compassionate Use Medical Marijuana Act."

S-494 , A-1852, S-823, A-2839
Establishes the “Blood-Borne Disease Harm Reduction Act” and provides for the establishment of sterile syringe access programs. Permits limited pharmacy sales of syringes and needles without a prescription. A-1852 includes a $10 million appropriation for inpatient and residential treatment.
